Dr.Baker received his doctorate in political science (economics minor) from the University of California, Santa Barbara; an MPA degree from Indiana University economics minor); and a B.A. degree in political science and business administration from the University of North Carolina, Charlotte. His esteemed career includes the following positions: Senior VP and COO at Florida Taxwatch Research Institute, Inc.; Staff Director, Committee on Finance and Taxation, Florida House of Representatives; President, Growth Management Services Institute, Inc. (GMSI); and faculty member/graduate program director at: Emory University, the University of Georgia; California State University at Long Beach; Indiana University and Florida International University. He also served for three years as a top aide with the U.S. Congress in Washington, D.C. Author and editor of over 200 books, articles, monographs, and computer software, Dr. Baker was principal instructor, featured speaker, and panel chair at more than 150 conferences, seminars, workshops, symposia and research consortia; invited guest before numerous legislative committees; and appeared on numerous television and radio talk shows. He chaired and served as technical advisor and board member on numerous statewide task forces and boards. A former American Political Science Association State and Local Government Fellow, Dr. Baker served on the Editorial Board of Public Administration Review.
